Magistrate Judge Kay was appointed a United States Magistrate Judge in September 1991. He is a graduate of George Washington University, receiving a B.A. in 1957 and a J.D. from its National Law Center in 1959. Magistrate Judge Kay clerked for U.S. District Court Judges Alexander Holtzoff and William B. Jones. He was an attorney with the Public Defender Service and served in the U.S. Attorney's Office.
